Transaction Process FAQ

What are signatories?

They are users who are able to authorise transactions, and are issued a Token.

Top

What is a signatory group?

A Signatory needs to be assigned to a particular Signatory Group to authorise transactions in the trade finance and cash management modules.

Top

What are signing limits?

They are tiered limits of a transaction or an account, e.g. $0-$50,000, $0-$100,000, $0-$1,000,000.

Top

What are signing conditions?

They are conditions as defined for each signing limit by transaction and account, e.g. 2A+B.

Top

What are Total Signatories?

It is the total number of distinct signatories needed for a transaction to be approved, by account, transaction and signing limit.

Top

What does Daily Limit per Signatory encompass?

Daily limits are set at individual level. Hence, if a managerial group of three signatories has a daily limit of $50,000, the three signatories can authorise transactions up to the total daily limit of $150,000.

Top

What is the flow of a corporate transaction?

The person who initiates a transaction in Corporate Internet Banking is called a maker.

1. When a maker wants to create a transaction, he/she has to select the function from the Corporate Internet Banking main menu. (e.g. Fund Transfer Transaction).

2. The system will check if the maker has been given access to this function. The Functional Access Profile (FAP) is set up by the Company Administrator via the Company Administration System.

3. If the maker has not been granted access, an Error page will be displayed.

4. If the maker has access to the selected function, the account access checking will be invoked. This determines what accounts the maker has been granted access to. The Account Access Profile (AAP) is set up by the Company Administrator via the Company Administration System.

5. If no account is available, or the maker has not been granted access to any accounts, an Error page will be displayed.

6. If accounts are available that the maker has been granted access to, the transaction page will be loaded.

Top

What are the steps for Approval for a Corporate Monetary Transaction?

1. Maker initiates a transaction.

2. Once a transaction is validated by the system (checked against any limit), the maker then forwards the transaction to the Signatory who has been assigned with that transaction for approval.

3. If the Signatory has enough outstanding daily limit, he/she will be allowed to approve the transaction or submit the transaction according to the signing conditions in the system. Otherwise, the signatory name will not appear in the "Next Approver List."

4. The maker selects the approver and forwards it to him/her. The maker can then monitor the transaction via the "To Track" panel.

5. When the targeted approver logs on to the system, he/she will see the transaction that needs his/her approval on the To Do panel at the welcome page.

6. The approver can either approve or reject the transaction. He/she will need to enter the Authorisation code. The number of approvals will depend on the Authorisation Matrix set up for a particular amount. Every approver will need to enter the authorisation code to approve or reject a transaction.
7. In the event that the forwarded approver is on leave or vacation, the maker has the option to re-route the transaction to another approver via the transaction search function.

8. The transaction will reach the final approver. If he/she has decided to approve the transaction, he/she will have the option to send the transaction to the bank immediately by selecting the "Submit" checkbox. If the customer did not select the "Submit" checkbox, but approves the transaction, it will not be sent to the bank until the customer performs a "Submit using Transaction List" function.

9. Should the next approver reject a particular transaction, the transaction is then sent back to the maker. The maker can then amend the transaction.

Top

What are the Different Statuses of a Transaction for Approval?

During the process of approving a transaction, the transaction is tagged with various statuses depending on the stage of approval. The status of a transaction can be found in detail below.

No Status Detail
1 Entry New transaction is created for approval.
2 Pending Transaction is forwarded to the next person for approval
3 P-signed
(Partial Signed)
The next approver approves the transaction.
4 F-signed
(Signed)
The final person approves the transaction.
5 Complete or Reject Complete: The transaction is sent to the Host after the above steps.
Reject: The transaction is sent to the Host without required approval.
In such a case, the customer is required to re-key a new transaction.

Notes:

1. Approval is performed in a sequential manner. For example, the signatory groups are arranged sequentially, so that a Group 3 signatory cannot forward to a Group 1 or Group 2 signatory after authorising a transaction, but can forward to a signatory in Group 3, 4, 5 and so on. This restriction is provided since the approval of requests usually proceed in a similar manner. For example, first-line managers must verify and authorise a request before more senior managers, followed by the financial controller, do.

2. The system also controls the process by disallowing forwarding to a signatory in a higher Signatory Group when a signatory is still required at a lower Signatory Group.

3. For non-monetary transactions, the same pre-process will be applied. However, the transaction execution will have a transaction validation without approval cycle.

Top

What happens after a transaction?

1. Depending on the requirement, notification can be sent to the user with the transaction information for security purposes. All transactions can be verified. Users will be able to view the executed transaction using the Transaction Search function.

2. When a signatory successfully authorises a transaction, the daily limit for the signatory will be reduced in accordance to the value of that transaction. For example, if a signatory with a daily limit of $10,000 authorises a transaction worth $4,000, the daily limit that the signatory has will be reduced to $6,000 after the authorisation of the transaction.

3. In the event that a signatory rejects a transaction during authorisation, the daily limit for the signatories who authorised the transaction before it was rejected will be restored back to the value before their authorisation.

4. For example, there are three signatories, namely Signatory A, Signatory B and Signatory C, with daily limits of $10,000, $6,000 and $15,000, respectively. Transaction 123, worth $4,000 is authorised, by Signatory A and Signatory B. The daily limits for both Signatory A and Signatory B are then reduced to $6,000 and $2,000, respectively. When Signatory C rejects Transaction 123, it will cause the transaction to be invalid. The daily limit for Signatory A and Signatory B will then be restored back to the value before authorisation of Transaction 123, which are $10,000 and $6,000, respectively.

Top

What are the Configurations involved in a Transaction Process?

The configuration in the Corporate Internet Banking System are:

a. Function Access Configuration
b. Account Access Configuration
c. Authorisation Configuration

Top

What is Function Access Configuration?

The Function Access Profile defines the function access rights to perform actions in the respective Corporate Internet Banking modules. The Company Administrator is responsible for setting up the functional profile for their corporate accounts.

Top

What is Account Access Configuration, and what is its purpose?

The Company Administrator is able to define the Account Access Profile. An Account Access Profile defines the account access rights to accounts for the associated user profile.

Account Access Profile allows the Company Administrator to restrict users' access. For example, users can be:

a. Restricted to use certain accounts only to perform transactions.
b. Restricted from viewing balances as well as transacting using certain accounts.
c. Restricted from viewing balances of certain accounts.

Top

What comprises Authorisation Configuration?

Authorisation Configuration includes signatory group set up, signatory group assignment, authorisation rule setup and authorisation profile setup.

Top

What are Authorisation Rules?

Authorisation Rules consist of sequential and non-sequential approval processes.

Sequential Processing refers to an ordered approval process according to authorisation groups. For example, a Group 3 signatory cannot sign and forward to a Group 1 or Group 2 signatory, but can forward to a signatory in Group 3, 4, 5 and so on.

In the non-sequential approval model, a signatory can forward the request to the next signatory at any Authorisation Group.

Top

How do I change daily limit of each signatory?

On the Signatory Group Name page, you can define the daily limit of each signatory in the group.

Top

What is an Authorisation Profile?

Authorisation Profile enables the Bank Administrators to define the types of transactions and the conditions for authorising transactions. It consists of accounts linkage, transactions linkage and the authorisation matrix.

1. Accounts are mutually exclusive in each profile. If an account is linked to a profile, it cannot belong to another profile and will not be available for selection when a new profile is created.

2. Accounts selected for a single profile must be in identical currencies.

3. At least one transaction type must be assigned to a profile. Transactions can be assigned to more than one profile.

4. For a signatory who is assigned both an Account Access Profile and Authorisation Profile, Authorisation Profile will override the Account Access Profile for user access to account information.

Top

What is the Authorisation Matrix?

The authorisation matrix consists of three major parts: signing limits, signing conditions and signing groups.

1. Each signing limit consists of a number of signing conditions. The system supports multiple tiers of the same limit, which effectively increases the number of signing conditions for the same tier.

2. Each signing condition is the combination of signatory groups. The number under the signatory group represents the number of signatories required from that signatory group for that signing condition. At least one signing condition must be specified and selected for each signing limit.

3. In each signing condition, each signatory group has an "AND" relationship with the other signatory groups. Therefore, in order for a transaction to be approved, the specified number of signatories for each signatory group must authorise it.

4. Within a signing limit, each signing condition has an "OR" relationship. With this, if a transaction falls under a signing limit which has three signing conditions, one of the three signing conditions can be used to approve the transaction.

5. A signatory is authorised to approve a certain limit, and will be able to approve any transaction amount up to that limit, as the limits are not set in intervals.

6. The "Total Signatories" column indicates the number of signatories required for the signing condition. This column will be updated each time the user changes the number of signatories required in each signatory group.
